I agree; cheats should only be used for testing purposes.
About the unused dialogues, I'm already aware of the radio room dialogue that you're referring to. Perhaps the authors did this because AI sometimes have trouble with going up stairs, and the guard that was supposed to use this dialogue would need to walk up 2 stairwells to get to the radio room (this is where an officer and soldier can be found having a conversation).
You actually need to modify the
.ai (and possibly the
.script) files to add or remove any dialogues. It's not that difficult, in my opinion.
