I agree with Eugeny; there is much potential in the world of
Rtcw modding. You just need to look into the game's source code to achieve what you're looking for, or you could get assistance from various members of this forum that know about the game's source code.

It appears there's been great misunderstandings between me and the user named Eugeny.
Prologue: after messing around with weapons, I've discovered that flamethrower, in fact, does zero damage to
ALL of enemies with direct hit flame-projectiles. INSTEAD, it just sets them on fire as long the flame-projectile been in contact of NPC's hitboxes, set them on fire and doing the
Damage-Over-Time as long the effect of
afterburn (the effect of burning, after setting someone on fire). Fun thing is, the Loper is not fire-proof, so you can set them on fire with a single puff from flamethrower, run away as fast as possible and watch him slowly die from the afterburn damage. Warning though, the NPC that are set on fire are still pretty much active and can still damage you, including Loper. It can take a while to kill Loper though, like 20-30 or more seconds, so better run away and take safe spot.
What I've wanted is that the flamethrower actually does
DIRECT HIT damage toward enemies with it's
projectile (as long the hitbox of the flame-projectile (which is align with flame-sprite) is in contact with NPC's hitbox, some sort of constant Area-Of-Effect damage), rather than Damage-Over-Time from the afterburn. That way I can actually damage Proto-Soldiers, Super-Soldiers, Heinrich, fire-proof soldiers and etc without actually setting them on fire and wait until they die from a single puff. What Eugeny suggests instead is simply remove the fire-proof protection from some enemies, definitely not something I want.
Next thing I wanted for flamethrower is for the flame-projectiles actually
pierce through enemies, like a real flamethrower would do, instead of allowing these projectiles being blocked on the NPC's body. Think of railgun that pierce through NPC and hits targets behind said NPC, same thing for the flamethrower, but instead of piercing hitscan, it's the projectile that is piercing through.
I know that there been some mods for Quake 3 Arena (same engine as RTCW) that had piercing flamethrower, namely Quake 3 Fortress, but I'm not sure if it's something that is possible to be done with the given RTCW as most of the things are built in. Interesting thing is, in both mods
Quake 3 Fortress AND
Enemy Territory Fortress, the flamethrower does direct hit damage to enemy AND also extra damage from
afterburn with Damage-Over-Time effect.
As for the Telsa Gun, well, all I wanted was regen of the ammunition since it's ammo is quite scarce. I'd sure as well like to increase the amount of Lightning Arcs that emerging from the Tesla Gun from 5 to 7, and increase the range of Lightning Arcs reach of Tesla Gun, but I doubt it's something that is possible. And if it's possible, I'd like to implement at least the regeneration of ammo first.
I hope everyone understands what I'm saying now? I've been trying to say it as clear as only possible in order no other misunderstandings could occur.
