Yes, iortcw with Rend2 renderer should already include it because of the support of openGL 2 and 3. Distorsion of textures/reflections was supported since GL 1.4 (ex. CoD2/Doom3). But without a complete glossary of possibilities with new renderer is difficult to exploit it out, I don't see updates from 2019.
Also Berserker engine will show this, and I hope soon. With those engines will be easy to improve graphics (not less time expensive XD), no more limitation of lightmaps, dynamic or vertex models, really old outdated things.
